What each protocol is

Relay. Relay is a cross-chain intents protocol. Users deposit into a per-chain Depository; solvers fill on the destination; a dedicated settlement chain and oracle reimburse the solver. Official docs: Relay Docs. App: relay.link.

LayerZero. LayerZero is interoperability infrastructure. Applications send messages and OFT tokens across supported chains. It is not a user-facing swap venue. Applications can build transfers and swaps on LayerZero. Is Relay a substitute for LayerZero?
